Steven Stoehr joined Phillips & Angley as an associate in November 2022. His practice centers on zoning disputes, special permitting, real estate dispute litigation, and land use, while also counseling private landowners, neighbors, and real estate developers throughout the Commonwealth. An experienced litigator, Steven joined the firm with six years of prior experience as an associate at several New England area real estate default law firms. He has appeared in trial courts and appellate courts throughout Rhode Island and Massachusetts, arguing cases regarding land use and permitting, foreclosures, evictions, title litigation, municipal code violations, and other real estate matters.

 

Steven is admitted to practice law in Massachusetts, Rhode Island, the United States District Courts for the Districts of Rhode Island and Massachusetts, and the First Circuit Court of Appeals. He received a J.D., cum laude, from Roger Williams University in Bristol, RI in 2014. Steven also obtained a Master's Degree in Marine Affairs from the University of Rhode Island, graduating in 2019. His capstone Major Paper analyzed the recent landmark Rhode Island public beach access case Kilmartin v. Barbuto, weighing the interests and impacts of various stakeholders in the property and beach.
